T.H. Marshall’s essay on Citizenship and social class is the point of reference for the model of citizenship conceived of as a status based on full membership of a community, which confers a set of civil, political, and social rights, while requiring at the same time the fulfillment of specific duties. The debate on the possibility for minors to acquire citizenship of the country in which they were born and grew up helps focus on two decisive issues. On the one hand, the idea of the everyday community sharing the fundamental principles and values that social and political participation is predicated on, which is the premise of the so-​called ius culturae approach. On the other hand, the uncoupling of fundamental rights from the status of citizen, which emphasizes in the first place the responsibility to guarantee the rights that minors already have. In the conclusions, some proposals consistent with these two lines of reflections are presented.

Il saggio di T.H. Marshall su Cittadinanza e classe sociale è il punto di riferimento per il modello di cittadinanza concepito come uno status basato sull’appartenenza a pieno titolo a una comunità, che conferisce un insieme di diritti civili, politici e sociali, richiedendo al tempo stesso l’adempimento di specifici doveri. Il dibattito sulla possibilità per i minori di acquisire la cittadinanza del Paese in cui sono nati e cresciuti aiuta a focalizzare l’attenzione su due questioni decisive. Da un lato, l’idea della comunità di tutti i giorni che condivide i principi e i valori fondamentali su cui si fonda la partecipazione sociale e politica, che è il presupposto del cosiddetto approccio dello ius culturae. Dall’altro, lo sganciamento dei diritti fondamentali dallo status di cittadino, che sottolinea in primo luogo la responsabilità di garantire i diritti che i minori già hanno. Nelle conclusioni vengono presentate alcune proposte coerenti con queste due linee di riflessione.
