Affido familiare e diritti dei bambini: una prospettiva europea

Today a strong consensus is emerging in Child & Family Welfare at an international level; therefore it appears particularly profitable observing foster care with a broad glance which allows to capture the salient features of the phenomenon in Europe. Thus, the mission of the International association APFEL - "Acting for the Promotion of Foster Care at the European Level" exactly aims to develop a continental framework in the field of foster care, by building bridges between countries, between cultures and languages, between research and practice. The new directions in social policy, research and practice concerning foster care in Europe converge on a recurring element that can be identified as the beating heart of the change taking place: the Convention on the Rights of the Child and the 'child rights-based approach, that it is inspired by the Convention.

In un momento storico in cui emergono a livello internazionale forti convergenze nel Child & Family Welfare appare in particolar modo proficuo osservare l’affido familiare con uno sguardo dall’alto che consenta di cogliere le caratteristiche salienti del fenomeno in Europa. In questo senso, la mission dell’associazione internazionale APFEL – «Acting for the Promotion of Foster Care at the European Level» mira esattamente a elaborare una cornice continentale in materia di affido, attraverso la costruzione di ponti tra i diversi paesi, tra le culture e le lingue, tra ricerca e pratica. Le nuove direzioni nelle politiche sociali, nella ricerca e nelle pratiche che riguardano l’affido in Europa convergono su un elemento ricorrente che è possibile identificare quale cuore pulsante del cambiamento in atto: la Convenzione sui diritti dell’infanzia e dell’adolescenza e l’approccio basato sui diritti dei bambini che da essa è ispirato.
