A definition of Europe raises the question of the ontological identity of its Unity, not the geographical demarcation of a continent. This ontological identity is given at the political level as a model of civilization. In their actions and decisions, the European Commission and the European Council seem to be characterized more by stagnation rather than the enthusiasm of the founding fathers. The present tendency seems to be the search of uniformity rather then the search of unity. In such a way the importance of the geographical, cultural and historical differences is forgotten. In the present not homogeneous conditions, Mauro Magatti and Ugo De Siervo have tried to trace out some indications. Magatti said that the future of the Europe lies in a new political imagination to be built on the idea of peace and the demands of an actual cohabitation. De Siervo analyses the necessary institutional leap in order to get the building of a new kind of federal state.

Una definizione di Europa implica la questione dell’identità ontologica della sua Unità, non la demarcazione geografica di un continente. Questa identità ontologica si gioca a livello politico, come modello di civiltà. In ogni ambito d’azione della Commissione e del Consiglio europei oggi sembra dominare la stagnazione, non l’entusiasmo dei padri fondatori dell’Unità. La tendenza odierna sembra quella di cercare più l’uniformità che l’unità, dimenticando in questo modo l’importanza delle differenze geografiche, culturali e storiche. Nell’odierno disomogeneo quadro culturale Mauro Magatti e Ugo De Siervo hanno cercato di trarre delle indicazioni, il primo sostenendo che il futuro dell’Europa sta in un nuovo immaginario politico che si coaguli intorno all’idea di pace e alle esigenze di un’effettiva convivenza, il secondo muovendosi nell’ambito di un’analisi del salto istituzionale necessario per giungere alla costruzione di uno stato federale di nuovo tipo.
