The aim of this paper is to identify the main aspects which should be considered in the priority setting process of Health technology assessment (Hta). Several approaches have been adopted at national and regional level both in Italy and in other countries in order to individuate health technologies to be primarily assessed. Priority setting criteria, together with the type of stakeholder involvement and the essential requirements for a good prioritization were identified during the second edition of the Health policy forum, an initiative promoted by the Italian society of health technology assessment (Sihta) in partnership with other scientific societies. Manufacturers, regulators, institutions and citizens freely discussed on these issues in plenary sessions and subgroups. The emerging contribution is aimed at defining a list of priority criteria, type and weight of stakeholders involved and several requirements which make a shared and more transparent and accountable process, as well as ensure the impact of Hta in decision making.
