The paper intends to investigate cases of criticism towards papal authority in the central Middle Ages. Starting from the analysis of the papal legations of two cardinals of the twelfth and thirteenth century (Bernardo degli Uberti and Gerardo Bianchi from Parma) is shown as the criticism towards potestas delegata to the papal agent in the final centuries of the Middle Ages turned into a more subtle but firm contestation of plenitudo potestatis the pope.
