Les échelles à la trappe. Objectifs européens de lutte contre la pauvreté et stratégies nationales

This paper analyzes the lack of spatial approach in the social inclusion policy of the European Union. The definition of common objectives and indicators, as well as national strategies, designed by member states, avoids the geographical side of both poverty and social exclusion. The European policy gives the priority to the national scale. Consequently it sets up several national models at the expense of a multiscale approach of knowledge and action.
