Voegelin believes that history is made of concrete and real experiences, which are articulated through symbols. The latter allow the institution and the understanding of a new order of sense, to spread in the world. This attempt needs a specific working method, and the conviction that there is an original experience of participation, which has an intrinsic meaning. It is the symbolic and existential aspect, more than the cognitive one, that influences history and the future dimension. Under this respect, the Exodus represents a symbol of a journey towards order and the meeting between man and God. Hence, the space of freedom is characterized by the categories of God, world, man and society.

Voegelin ritiene che l'oggetto della storia siano esperienze concrete e reali articolate mediante simboli che permettono l'istituzione e la comprensione di un nuovo ordine di senso da diffondere nel mondo. Questo intento presuppone uno specifico metodo di lavoro e la convinzione che all'origine operi un'esperienza di partecipazione già dotata di un significato intrinseco. Si può notare che l'aspetto simbolico ed esistenziale, più di quello cognitivo, determini il corso storico e prioritariamente la dimensione del futuro e la figura emblematica dell'esodo come cammino verso l'ordine, verso l'incontro tra uomo e Dio. Lo spazio della libertà resta così tracciato dalle categorie di Dio, mondo, uomo e società.
