Some elements and considerations concerning European Social Fund (ESF) 2000-2006 implementation process are presented and discussed. Due to the structure of ESF programming, the implementation process, which occurs through Member States, must be assumed as a complex, multi-level and pluri-actors process. This has strong consequences for evaluation which must confront with such an organisation and its dynamics.
