The response of the European Union (EU) and its Member States to the Russian aggression against Ukraine has been both political and financial. At both levels, the response has encountered some limits. The first limit is that the EU countries have not signed any treaty of alliance with Ukraine, nor have they declared war on Russia and sent troops to aid Ukraine. The second limit is that the military and economic support to Ukraine has been confronted with the financial constraints of the budgets of the EU and of its Member States.The purpose of this work is to analyse how these budgetary constraints have variously come into play in designing and determining the facilities to support Ukraine, including the proposal to establish a reparations loan.
