A stronger leadership within a delicate balance of powers: executive leadership, professional administration, and democracy in Woodrow Wilson’s theory and practice

Among the Presidents of the United States, Woodrow Wilson stands out not only for having been a first-rate statesman in both domestic and international affairs, but also for being a renowned scholar of American democracy, administration, and leadership. This essay explores the relationship between Wilson’s political-institutional theory and his practice of government, focusing on his attempt to increase the weight of the executive branch within the U.S. constitutional system, without compromising its two fundamental pillars, namely self-government and the separation of powers. In other words, this essay examines Wilson’s efforts, first as a scholar and then as President of the United States, to uphold his vision of leadership and democracy within the delicate balance of powers of the American system. After analyzing the main academic works of the “Professor” on the subject, the essay will then consider his presidential leadership, highlighting the difficulty of reconciling his theory of leadership with the practice of government—that is, the constant ambivalence between the assertion of executive leadership and the respect for the system of checks and balances enshrined in the Constitution of the United States

Tra i Presidenti degli Stati Uniti Woodrow Wilson si distingue non solo per essere stato uno statista di prim’ordine sul piano interno ed internazionale ma anche per essere stato un rinomato studioso della democrazia, dell’amministrazione e della leadership americane. Questo saggio esplora le relazioni tra la teoria politico-istituzionale di Wilson e la sua pratica di governo, concentrandosi sul suo tentativo di aumentare il peso del ramo esecutivo all’interno del sistema costituzionale statunitense senza comprometterne i suoi due pilastri fondamentali, ovvero l’autogoverno e la separazione dei poteri. In altre parole, questo saggio esamina gli sforzi di Wilson, prima come studioso e poi come Presidente degli Stati Uniti, per sostenere la sua visione di leadership e democrazia all’interno del delicato equilibrio dei poteri statunitense. Dopo aver analizzato le principali opere accademiche del ‘Professore’ sull’argomento, il saggio prenderà in esame la sua gestione presidenziale, evidenziando la difficoltà di conciliare la sua teoria della leadership con la pratica di governo, ossia la costante ambivalenza tra l’affermazione della leadership esecutiva e il rispetto dei pesi e contrappesi sanciti dalla Costituzione degli Stati Uniti.
