Pausanias, Panopeus, and the Phokian Representative Council: An Examination of the Development of Representative Institutions

This paper aims to investigate the existence of forms of political representation within the confederation of Phocis, beginning with a notable passage by Pausanias concerning the polis of Panopeus. To this end, the article re-examines the issue within the context of the development of Phocian federal institutions during the Hellenistic period, delineating its chronological scope as the two centuries from the enslavement and dispersion into villages of the Phocian poleis to the Roman intervention at the outset of the 2nd century BCE. After gathering evidence pertaining to representative institutions in Phocis, the paper suggests placing the first attestation of the representative council in the last quarter of the 3rd century BCE, while also acknowledging the possibility that its introduction may precede this period.
