Environmental diplomacy, traditionally framed within international contexts, plays a crucial role at the local level where managing confl icts among diverse stakeholders is essential for effective sustainability governance. The SIN Caffaro Observatory in Brescia, engaged in the socio-technical and environmental controversy surrounding the remediation of the former Caffaro chemical plant, serves as a case study to explore collaboration and confl ict dynamics in urban environmental governance. This study employed participant observation, discourse analysis, and Social Network Analysis (SNA) to map stakeholder interactions. Results reveal a complex network with central institutional actors, increased civil society participation, and persistent tensions among actors with confl icting interests. These fi ndings highlight the critical role of local environmental diplomacy in facilitating participatory governance and confl ict resolution within sustainability initiatives.
