The increase in the average age of the population and the implications of the restrictive health policies in recent years have made it clear that primary and home care is one of the priorities of Italy’s national health service (SSN). The PNRR allocates over €15 billion for health care, including €7 billion for proximity health care. This chapter aims to investigate the scenarios, opportunities and open questions related to the objectives of Mission 6, line 1, in the light of the fragmentation of the SSN into multiple regional and provincial health services with very dissimilar performance levels, health outcomes and starting points.
