Giovanni Scopoli and Public Education The essay reconstructs the work of Giovanni Scopoli (1774-1854), a ministry official and a man of science, as Director of Public Education (1809-1816) during the Napoleonic Kingdom of Italy and the first two years of the new Austrian rule in Lombardy-Venetia. Using unpublished archival documentation and the existing scholarly bibliography, the author first provides an overview of the Napoleonic school-educational system up to the time of the appointment of the new director (1809), whose cultural and educational policies, developed through the new effective instruments of the Napoleon’s bureaucracy, are then analyzed. Scopoli was particularly active, even coming into conflict with his superiors, in promoting hitherto neglected areas of school-academic life (primary school, particularly for girls; vocational schools for artisans and sailors, teaching the Italian language, cataloguing and conservation of cultural heritage, laboratories and experimental activities in high schools and universities, girls’ boarding school). In conclusion, the author profiles Scopoli’s pedagogical theory and practice, from which emerges his loyalty over many decades to an Enlightenment principle of public education as widespread as possible: the bearer of civilization and the basis for building the new national citizenship of a well-ordered modern state.

Nel saggio si ricostruisce l’operato di Giovanni Scopoli (1774-1854), figura eminente di funzionario e di uomo di scienza, in qualità di direttore della Pubblica Istruzione durante il Regno d’Italia napoleonico e il primo biennio del nuovo dominio austriaco nel Lombardo-Veneto (1809-1816). Utilizzando documentazione inedita d’archivio e la bibliografia scientifica esistente, l’autore fornisce dapprima un quadro del sistema scolastico-educativo napoleonico fino al momento della nomina del neodirettore (1809), del quale in seguito si analizzano le politiche culturale e scolastica, sviluppate attraverso i nuovi efficaci strumenti dell’amministrazione napoleonica. Scopoli fu particolarmente attivo, anche entrando in urto con i suoi diretti superiori, a promuovere settori fino ad allora trascurati della vita scolastico-accademica (istruzione elementare, femminile in particolare; scuole professionali per artigiani e marinai, insegnamento della lingua italiana, catalogazione e conservazione dei beni culturali, attività laboratoriali e sperimentali in licei e università, case di educazione per ragazze del ceto civile). In conclusione, si delinea un profilo di teoria e prassi pedagogiche dello Scopoli, da cui emerge la sua fedeltà nei molti decenni a un principio illuministico di educazione pubblica quanto più diffusa, foriera di incivilimento generale e base per costruire la nuova cittadinanza nazionale di uno Stato moderno bene ordinato.
