Under the theoretical assumptions of individual bounded rationality, nudges strategies are informing the European policies through a rational top-down vision where pre-defined values define individual and collective directions. The re-thinking of nudge as a participatory normative tool is needed if we want EU citizens to be empowered by behaviourally-based actions.
