The article analyzes the foreign policy of the Islamic Republic of Iran under the presidencies of Rafsanajani (1989 – 1997) and Khatami (1997-2005) trying to elaborate of matrix of constants of the Iranian foreign policy as well as strategic axis of diplomacy. It underlines the constrains of the these foreign policies due to the peculiar nature of the power in Iran.
