The pharmaceutical industry is strongly regulated. However, opposite interests may not always support timely changes in the sector’s legislation. This was the case of Italy after World War II: as market distortions and fragility of the productive structure became more and more evident, the Parliament was not able to implement a comprehensive reform. So, government departments and agencies partially filled the legislative gap by changing practices and regulations or by using other “non-legislative” measures. The paper explores the origin, the results and the limits of one of these measures: the Inam formulary.

Abstract
The pharmaceutical industry is strongly regulated. However, opposite interests may not always support timely changes in the sector’s legislation. This was the case of Italy after World War II: as market distortions and fragility of the productive structure became more and more evident, the Parliament was not able to implement a comprehensive reform. So, government departments and agencies partially filled the legislative gap by changing practices and regulations or by using other “non-legislative” measures. The paper explores the origin, the results and the limits of one of these measures: the Inam formulary.I documenti in IRIS sono protetti da copyright e tutti i diritti sono riservati, salvo diversa indicazione.
