Social media contribute to the spread of hate speech. For this reason the European Union, with its action in the fight against hate speech, has identified, through acts of soft law, some tasks that social media could pursue in order to prevent and to remove hatred contents. However, this empowerment creates some problematic issues, because the web platforms become the new judges of what is lawful or unlawful online. This study investigates the contents of these acts with the goal to verify if the outlined responsibilities are adequate to achieve the intended purpose and their impact on the rights involved.
