With an order made on 13 December 2018 the Court of Milan founded discriminatory the rules of a municipal regulation that require to foreigners to present certificates confirming the non-ownership of goods in their home countries in order to benefit the subsidised services. In this paper will be examined the most important issue among those dealt with by the Court: the identification of the legal framework apply to the subsidised benefits.
