Verso quale welfare? Il welfare locale tra nuovi bisogni sociali e risorse scarse

Towards the growing complexity of social risks and needs and the financial constraints of austerity, local authorities have undertaken interesting social innovation programs which are re-designing the patterns of local welfare and the conceptualization of «public policy». According to the second welfare framework, in these experimentations municipalities encourage networks and cooperation between all the social stakeholders and guarantee social services and entitlements when the networks fail. This model involves some risks as well, above all of spreading inequalities among territories, and requires adequate investments and evaluation practices.
