The recruitment procedures of the Italian public sector cannot be effective as the ones of the private sector due to a number of constraints imposed by the rules of transparency in the selection of candidates and by the complete lack of flexibility in contracting salaries. The personal motivation of the candidates is, finally, the only way for public administrations in Italy to be able to recruit and keep within the civil service high quality human resources.
