The chapter examines the implementation of the European Child Guarantee in the field of early childhood education and care, focusing on the Italian policy framework and the metropolitan context of Milan. It considers effective access, equity, governance, 0–6 continuity, and practices developed within the EDUFIRST project. The analysis highlights how the Child Guarantee is translated locally through organisational arrangements, support for families, inclusive educational practices, and territorial networks. It concludes that implementation requires sustained coordination between policy levels, investment in service quality, and continuous reflection on the relationship between universal provision and differentiated support.
