This paper examines approaches to measuring financial literacy, defined as the ability to understand and apply financial information effectively. Drawing on the OECD framework, it addresses five dimensionsdobjective and subjective financial knowledge, financial attitudes, behaviors, and skillsdacross nine content areas. A structured literature review highlights gaps and inconsistencies in how these dimensions are measured. In response, we propose a revised framework retaining four dimensions (excluding skills, considered cross-domain) and focusing on seven content areas, reclassifying two of them as cross-domain skills. Challenges and future directions for integrated, valid assessments are discussed.
