The chapter analyses the European strategy for combating poverty and social exclusion. It starts considering the European Parliament resolution of 20 October, 2010 on the role of minimum income as a fundamental part of a safety net for the poor and a means for their social reintegration. Then it discusses the paradigm of active citizenship and active inclusion.
