Employment and lifelong learning are the cornerstones of the active welfare promoted in Europe. This welfare model involves the citizens’ responsibility for their own well-being and reinforces individual skills of self-protection. While paid employment is the most effective strategy for social inclusion and protection (as in welfare to work programs), lifelong learning is the best lever to develop employability and active participation. In this perspective, lifelong learning is a crucial tool for new active labour market policies and for active citizenship. But, as shown in this book, learning capabilities and differentiated access to learning opportunities are to be considered. Otherwise, in becoming so important, LLL risks to become also the site of new inequalities. The book investigates the transformation of European welfare systems, starting from a specific point of view: that of LLL policies.
L'occupazione e l'apprendimento continuo sono i pilastri del welfare attivo promosso in sede europea. Un welfare che investe i cittadini della responsabilità del proprio benessere e sostiene le capacità individuali di autoprotezione dai rischi e di risposta ai bisogni. Se il lavoro retribuito è la più efficace strategia di inclusione sociale e di tutela (come nei programmi di welfare to work), il lifelong learning è la migliore leva per sviluppare l'occupabilità e la partecipazione attiva. Ma, come evidenzia questo volume, i fenomeni di disuguaglianza e di esclusione sociale non sono scongiurati. Emblematiche le contraddizioni del lifelong learning sulle quali occorre agire affinché esso possa dispiegare le sue potenzialità di attivazione ed empowerment dei soggetti. Il volume indaga le trasformazioni dei sistemi di welfare europei, a partire da un punto di vista specifico: quello delle politiche formative.
