The article explores different options and possibilities for Vocational Training system governance considering the case of Milan Province. This exploration is based on the results of an empirical analysis who involved 13 schools-networks early school-leavers projects carried out in 2004-2007. The governance of such a complex intervention allowed the Province to test different ways of acting its role and functions referred to the management of under-18 training supply.
