The aim of this essay is to emphasise the importance of immunising the implementation of the NRRP against risks of corrupt practices, fraud, money laundering, infiltration of organised crime and other malpractices, while ensuring a virtuous and efficient management of European funds. For this purpose, some of the most significant measures to safeguard the transparency and integrity of the public administration are reviewed, and the adoption of monitoring systems for the projects and reforms envisaged in the Plan is encouraged. Some concluding remarks are devoted to the close link between transparency and citizens’ participation in promoting the ‘common good’, achieved primarily by exercising widespread control over the work of administrations with a view to strengthening the relationship of trust between civil society and institutions, which is essential to preventing criminal phenomena and fulfilling commitments undertaken at European level.

Abstract
