In order to meet the challenges presented by the current economic crisis, the Italian National Health Service (I-NHS) has recently launched a range of initiatives aimed at containing healthcare expenditure while improving quality and ensuring universality of access to healthcare services. The progressive erosion of the National Healthcare Fund due to the increase of regional financial responsibility for healthcare, along with the normative actions that have been taken to deal with financial deficits in many regions, must be taken into account in any discussion of the economic and political framework characterizing the Italian system. Since 2007, the Piani di Rientro (financial recovery plans) have been implemented to restructure and upgrade a number of regional health services, obliging regional decision makers to balance the books in healthcare expenditure annually (Ferre et al., 2014).
