According to the Reform of the Church in the eleventh century, the popes were able to dispose of a fundamental instrument to assert their jurisdiction over all the Churches. The pope became present even in distant regions through his trusted envoys: the legates and the papal delegates, two categories of envoys with different tasks, but in both cases representatives of the apostolic see "in partibus". After the examination of the different tasks entrusted to them, we will consider the possibility of making the person of the pope really present in the different regions to which the legate was sent. Also the examination of the letters of credentials, with which the pope announced the sending of the legate and presented him, are indicative of the great authority conferred on the envoy and of the real possibility of representing him who, in turn, was the vicar of Peter and of Christ. At the end some considerations on the papal legate as a small pope.
Con la riforma della Chiesa del sec. XI, i papi poterono disporre di uno strumento fondamentale per affermare la loro giurisdizione su tutte le Chiese, rendendo così presenti in regioni lontane attraverso loro inviati di fiducia: i legati e i delegati papali, due categorie di inviati con compiti di diverso rilievo, ma in entrabi i casi rappresentanti della sede apostolica "in partibus". Dopo l'esame dei diversi compiti loro affidati, si considera la possibilità di rendere realmente presente la persona del papa nelle diverse regioni nelle quali il legato era inviato. Anche l'esame delle lettere credenziali, con le quali il papa annuncia l'invio del legato e lo presenta, sono indicative della grande autorità conferita all'inviato e della reale possibilità di rappresentare colui che, a sua volta, era il vicario di Pietro e di Cristo. Al termine alcune considerazioni sul legato papale come un piccolo papa.
