The aim of the report is to take a step back from the intergovernmental political bargain among MSs and provide a review of the definitions, rules and norms through which they participate in the daily functioning of the EU multilevel system of migration governance. The report addresses these questions by focusing on the official definitions, constitutional arrangements, legislation and institutional settings of the migration policies of five MSs: France, Germany, Greece, Hungary, the United Kingdom, and, in addition, Norway.
