The regional order in the MENA and Sahel regions is challenged not only politically, but also at a demographic and environmental level. The European response cannot be merely securitarian. Paraphrasing Böckenförde, the neo-liberal system is in perennial need of new human resources, which it is not able to produce by itself. It therefore pursues a risky migration policy, oscillating between assimilation and distancing.

Abstract
