We propose a tentative classification of the possible solutions to coordination problems based on two dimensions: level of aggregation and recognition of identity, which allow us to sort coordination mechanisms such as markets, states, one-to-one long-term relationships and community governance. Governance of economic, social and political interaction at all levels uses all these coordination devices in different circumstances. To fix even top level international disputes community governance is not infrequently used. Hence, while not being an all purpose solution to global problems, community governance cannot be dismissed as irrelevant at the global level.
