Federcongressi&eventi – organizzazione senza fine di lucro che rappresenta gli operatori pubblici e privati che svolgono attività connesse con il settore dei congressi e degli eventi – ha promosso nel 2014 l’Osservatorio Italiano dei Congressi e degli Eventi, progetto di ricerca realizzato da ASERI-Alta Scuola di Economia e Relazioni Internazionali dell’Università Cattolica del Sacro Cuore.
Scopo del progetto di ricerca è il monitoraggio continuativo di tutti i tipi di eventi organizzati in Italia (congressi di associazioni, convention, incentive, lanci di prodotto e riunioni varie promosse da imprese, enti e istituzioni di ogni genere), al fine di fornire una descrizione accurata delle dimensioni, delle caratteristiche e delle tendenze del settore, che possa contribuire a indirizzare strategie e investimenti adeguati.
Nel corso del 2021, delle 5.456 sedi che erano operanti in Italia nel 2020 il 5,6% ha cessato la propria attività, l’1,6% è restato chiuso per ristrutturazione e lo 0,3% è risultato chiuso per cambio gestione o perché in vendita. Considerando anche le nuove sedi aggiunte nel database, nel 2021 l’universo di riferimento ha previsto 5.443 sedi per congressi ed eventi.
Sulla base delle risposte fornite dalle 635 sedi che hanno aderito all’indagine a inizio 2022 e grazie al monitoraggio condotto da ASERI alla fine del 2021, è stato possibile stimare che il 47,5% delle sedi italiane pur risultando aperte non abbia ospitato alcun evento.
Dalla ricerca è emerso che nel 2021 in Italia sono stati complessivamente realizzati 86.438 eventi in presenza o in formato ibrido con un minimo di 10 partecipanti ciascuno e della durata minima di 4 ore (+23,7% rispetto al 2020 e -80% rispetto al 2019) (fig. 1), per un totale di 4.585.433 partecipanti (+14,7% rispetto al 2020 e -84,2% rispetto al 2019) – mediamente 53 persone per evento – e 6.798.425 presenze (+16,3% rispetto al 2020 e -84,3% rispetto al 2019).
La durata media degli eventi è risultata pari a 1,34 giorni, analoga a quella del 2020 (1,36) e in leggera diminuzione rispetto al valore riscontrato nel 2019 (1,42).

The amount of credit in the economy is a heterogeneous aggregate that can be analyzed across different dimensions. Considering such dimensions provides insights into the effect of monetary policy interventions because the credit components are observed to respond differently. Several possible motivations are behind such a differential response and those relate to either demand and supply factors intrinsic to the transmission mechanism of monetary policy. Our objective is to unveil such a differential response across a couple of relevant dimensions and discuss the possible causes behind what observed. The analysis refers to the US and is based on a vector auto-regression estimated using Bayesian techniques and identified with a combination of sign and zero-restrictions.

Families attending the Narcisi preschool, that is based in a multicultural neighbourhood in Milan
(Italy), have different social, economic and cultural backgrounds (63% of children with different
origins), making communication between the subjects particularly challenging. Among the many
different nationalities, the presence of the Arabic culture stands out. Since the early 21st century,
this school found itself having to face challenges it was not prepared for, with the need of specific
tools and strategies. At that time, Verga Foundation (in cooperation with Ismu Foundation)
proposed to the school an innovative approach to fulfil these emerging needs, Apriti Sesamo, a
project for teaching Arabic language in public schools to avoid segregated educational choices.
This project has been crucial to set up a new mindset, which is now part of the daily action of the
staff. The Narcisi School has built a new forma mentis little by little; the school learned to enhance
diversity and to promote plurilingualism through the daily practices and the teacher-child/children
interactions.

This chapter details the slogans, symbols, key phrases and slurs currently used online by the Italian radical right. It bears noting that the Italian radical right is mostly identified in Italy simply as ‘la destra’ [the right], which is misleading or, with an increasingly common label, ‘destra sovranista’ [sovereigntist right]: a foreign reader, unfamiliar with Italian politics, may be surprised to discover
how ideologically broad is the political spectrum covered by what is called ‘la destra’. In fact, in Italy this term is intended to include everything from the moderate centre right to the fascist extreme right, particularly since the former has been gradually, at least since 2018, eaten up by the radical right. While in the current Italian context ‘radical right’ (or ‘far right’) are not generally in use, this
report – in keeping with instalments on France and Germany – will identify this term with the illiberal politics and violent extremism underpinning these groups.

Fiscal rules, i.e., constraints to the policymaking discretion of elected officials, are widely used tools to regulate fiscal policies. We build a simple model that combines fiscal rules with endogenous entry into politics, showing how fiscal rules can negatively affect the quality (in terms of education) of candidates running for office. The mechanism behind this effect is due to the differential ability in choosing the correct policy
between high and low education politicians and the fact that fiscal rules constraint politicians’ actions, creating a relatively higher entry cost for high education politicians. Consistent with the model, the empirical analysis developed with data from Italian municipalities and a difference-in-discontinuity design shows that fiscal rules negatively affect candidates’ education. We also show that municipalities where fiscal rules meaningfully restrict the action space of politicians (i.e., those not ex-ante financially constrained) drive the effect. In addition, we provide evidence that high
education politicians are more likely to choose the correct policy when fiscal rules do not apply. These results highlight a new “general equilibrium” effect of fiscal rules. Reducing policymaking discretion may alleviate inter-jurisdictional externalities and pork-barrel spending. However, it may also lower the quality of the political class.

Cities are growing at a skyrocketing pace, and along with them, so is food demand. One of
the great challenges we face is being able to guarantee everyone healthy, safe, good food, produced
by a healthy ecosystem. We are therefore facing a crossroads: on one hand, we find pollution, the
depletion of resources, the degradation of the landscape; on the other hand, we find health and
well-being.
The project “From Seed to Spoon” was born precisely from the need to show this crossroads
to our children - the adults of tomorrow. We give them this notebook, which will accompany them
to get to know surrounding Nature, and in order them to take good care of it, while taking the right
direction. As a matter of fact, nature is not a trivial warehouse of products in the countryside or a
plain city decoration. Nature is a living “infrastructure”, necessary for the health and well-being of
each one of us. Taking care of nature means getting in exchange clean air and water, fertile soils,
food, and even beauty: with nature, even the grayest of the cities or the most degraded countryside
can brighten up with colors, scents and melodious sounds.
Beauty is a very powerful tool: it is hard not to be subjugated by it. Hence the reason for a
naturalistic notebook, a light and handy tool that makes of beauty its mission. Here we illustrate
scientific concepts, perhaps lesser known to most, such as “ecosystem services”, “intraspecific biodiversity”,
“habitat trees”, where the sweetness of art becomes the ‘spokesperson’ of science.
In the following pages, check out the red-footed falcon or run your fingers over the rough
patches of the pears or of the juicy apples, enter the silent beech forest or look up at the bell tower
of San Giovanni in Parma: you can almost hear the cheerful cries of the swifts.
It is the joy of life that surrounds us.

The paper addresses the issue of the introduction of fiscal capacity in the European Union. It starts with a brief overview of the debate on the creation of a fiscal capacity in the Eurozone. Next it considers the strengthening of the EU budget in the wake of the innovations introduced at the institutional level with the Next Generation EU. In particular, we identify five sectors for new European own resources: gambling, tobacco consumption, CO2 emissions, tax avoidance and financial transactions, and provide an estimate of the revenue that a European tax could generate for each of these. This revenue could be assigned to the EU budget, both for economic stabilisation and the allocation of European public goods.

We study whether firms' expectations react to the Bank of England's monetary policy announcements by comparing the responses to the Decision Maker Panel (DMP) survey filed immediately before and after a Monetary Policy Committee (MPC) meeting. On the one hand, we find that firms' expectations and uncertainty about their own business for the most part do not respond to high-frequency monetary policy surprises. On the other hand, announced changes in the monetary policy rate induce firms to revise their price expectations, with rate hikes resulting in a reduction in price expectations and the uncertainty surrounding them.

Artificial intelligence and the development of new technologies have inevitably revolutionised the role and tasks of language professionals, including specialist translators and proofreaders, who must not only master their working languages but also use technological tools, manage the translation process and manage the various textual and terminological aspects. Theoretical training in terminology, combined with practical know-how, is a definite asset in terms of professionalism and competitiveness.
L'intelligence artificielle et le développement des nouvelles technologies ont révolutionné le rôle et les tâches des professionnels du secteur linguistique, y compris ceux du traducteur et du correcteur spécialisés, qui sont appelés non seulement à connaître les langues de travail, mais aussi à maîtriser l'utilisation des outils technologiques, la gestion du processus de traduction et la gestion des différents aspects textuels et terminologiques. The real overall number of the Italian foreign fighters currently in Ukraine is unknown. It is estimated that in the first years of the war (2014-2016), between 50 and 60 Italian foreign fighters have been in Ukraine, while the figure is likely fewer at the moment. At least 14 Italian foreign fighters are currently fighting in Ukraine, and the overwhelming majority (12) are re- lated to the extreme-right and the radical left. They have been present in the region prior to the current Russian invasion of late February 2022, and most of them have a history either in the private warfare or in the Italian army.

Il progetto di ricerca affronta il tema della valutazione di impatto nei contesti socio-educativi, una questione urgente non solo perché sempre più richiesta dai bandi di finanziamento e promossa da apposite norme nel Terzo settore, ma anche perché poco studiata in prospettiva pedagogica.
Nel contributo sono prima presentate le questioni teorico-metodologiche, con particolare riferimento alle definizioni, alle famiglie, agli approcci e ai metodi con i quali è possibile valutare gli impatti nei contesti sociali; poi, il campo d’indagine è circoscritto alle valutazioni di impatto condotte nell’area dell’education, delle quali sono esplorate alcune caratteristiche attraverso una revisione degli studi primari condotta nel database ERIC.
Dopo aver presentato il processo di inclusione/esclusione degli studi, che ha condotto alla selezione di 74 valutazioni di impatto appartenenti al campo dell’education, sono discusse alcune caratteristiche dei programmi oggetto di valutazione, con particolare riferimento alle tipologie e all’area territoriale nel quale sono distribuiti.
This research project discusses the topic of impact evaluation in education, an urgent issue not only because it is increasingly required by founders and promoted by special regulations in the Third Sector, but also because it has been little studied from a pedagogical perspective.
In the article, theoretical-methodological issues are first presented, about definitions, families, approaches, and methods by which impacts in social contexts can be assessed; then, the field of research is restricted to impact evaluations conducted in the field of education, of which some characteristics are explored through a review of primary studies conducted in the ERIC database.
After presenting the process of inclusion/exclusion of studies, which led to the selection of 74 impact evaluations belonging to the field of education, some characteristics of the programs under evaluation are discussed, with reference to the types and territorial area in which they are distributed.

How should firms be incentivized to adopt new technologies when the technical merits and spillovers of such technologies are uncertain? We show that, when information is dispersed but exogenous, effciency can be induced with simple (constant) subsidies. When, instead, firms must also be incentivized to collect information effciently, subsidies must be conditioned on the ex-post profi tability of the new technology and, when the cost of information acquisition is unknown to the planner, on the aggregate investment in the new technology. The optimal policy has a Pigou's flavor but accounts for the non-observability of fi rms' acquisition and usage of information.

Le città crescono a ritmo vertiginoso e, con loro, la richiesta di cibo. Una delle grandi
sfide che ci troviamo ad affrontare è poter garantire a tutti cibo sano, sicuro, buono e prodotto
da un ecosistema in salute. Siamo quindi di fronte a un bivio: da una parte l’inquinamento,
l’esaurimento delle risorse, la degradazione del paesaggio, dall’altra la salute e il
benessere.
Il progetto “From Seed to Spoon” (“Dal seme al cucchiaio”) nasce proprio dall’esigenza
di mostrare questo bivio ai nostri ragazzi, gli adulti di domani. A loro consegniamo
questo taccuino, che li possa accompagnare a conoscere la natura che li circonda, e a prendersene
cura per imboccare la direzione giusta. La natura infatti non è un banale magazzino
di prodotti in campagna o una muta decorazione di città. La natura è una “infrastruttura”
vivente, necessaria per la salute e il benessere di ciascuno di noi. Prendersi cura della
natura significa avere in cambio aria e acqua pulite, suoli fertili, cibo e persino bellezza: con
la natura si può accendere di colori, di profumi e di suoni melodiosi anche la città più grigia
o la campagna più degradata.
La bellezza è uno strumento molto potente: difficile non esserne soggiogati. Ecco
quindi il perché di un taccuino naturalistico, uno strumento leggero e maneggevole che fa
della bellezza la propria missione. Qui sono illustrati concetti scientifici, forse meno noti ai
più come “i servizi ecosistemici”, “la biodiversità intraspecifica”, “gli alberi habitat”, dove
la dolcezza dell’arte si fa portavoce della scienza.
Nelle prossime pagine, fissate l’occhio del falco cuculo o passate le dita sulle macchie
ruvide delle pere o delle mele succose, addentratevi nella faggeta silenziosa o guardate in
alto sul campanile di San Giovanni a Parma: pare di sentire le grida allegre dei rondoni.
È la gioia della vita che sta intorno a noi.

Russia has become more integrated and dependent on global developments over the last decades, despite being ruled by an increasingly autocratic regime. How does Russian media cover the inherent economic and policy challenges? To answer, we use economic policy uncertainty indexes as proxies for media coverage, together with a limited set of variables reflecting both domestic and international developments. By applying a cointegration approach on a monthly dataset from 2001 to 2021, we confirm the key role that domestic media coverage can play in supporting autocratic regimes. However, our novel results suggest that popular support for the Russian incumbent president does not depend entirely on domestic media coverage, nor on the extent and type of official narratives; it also depends on global market forces, as well as on how foreign media and governments act to restore global risk valuations, therefore leaving important levers beyond the control of the current regime.

Questo paper illustra gli esiti della valutazione degli effetti di breve periodo del progetto Agente 0030. Ideato e realizzato dall’associazione “Le Compagnie Malviste” durante l’anno scolastico 2022/2023, coinvolgendo classi della scuola primaria “C. Poma” dell’Istituto Comprensivo Statale “L. Manara” di Milano. Il progetto si proponeva di migliorare le conoscenze, le attitudini e i comportamenti degli studenti nel campo della sostenibilità ambientale usando tecniche attive che coinvolgono i bambini e le bambine in prima persona ed aumentano la loro interazione con gli attori del quartiere. Lo studio di valutazione mira a comprendere quali sono gli effetti del progetto realizzato sulle variabili che misurano le conoscenze, le attitudini ed i comportamenti degli alunni nei confronti dell’ambiente.
I dati sono stati raccolti attraverso la somministrazione di questionari prima e dopo il progetto, sia ai bambini trattati, sia a un gruppo di controllo composto da bambini appartenenti alla scuola primaria “L.
Manara” attiva in un territorio limitrofo. La stima dell’effetto è stata effettuata utilizzando metodi di stima controfattuali non sperimentali. Contrariamente alle attese, le azioni del progetto sembrano aver prodotto nei bambini trattati un peggioramento nelle attitudini e negli atteggiamenti a favore della sostenibilità ambientale, anche se solo alcuni risultati sono statisticamente significativi. Si è invece rilevato un miglioramento nel grado di conoscenza di taluni termini relativi al tema e degli obiettivi dell’Agenda 2030.
This paper illustrates the results of the evaluation of the short-term effects of the Agente 0030 project. Conceived and implemented by the "Le Compagnie Malviste" association during the 2022/2023 school year, involving classes of the "C. Poma” of the State Comprehensive Institute “L. Manara” in Milan. The project aimed to improve students' knowledge, attitudes and behaviors in the field of environmental sustainability using active techniques that involve children personally and increase their interaction with neighborhood actors.
The evaluation study aims to understand the effects of the project carried out on the variables that measure the knowledge, attitudes and behavior of pupils towards the environment.
The data were collected through the administration of questionnaires before and after the project, both to the treated children and to a control group made up of children belonging to the “L.
Manara” active in a neighboring area. The effect estimate was carried out using non-experimental counterfactual estimation methods. Contrary to expectations, the project's actions appear to have produced a worsening of attitudes and attitudes in favor of environmental sustainability in the treated children, even if only some results are statistically significant. However, an improvement was noted in the level of knowledge of certain terms relating to the topic and the objectives of the 2030 Agenda.

This paper proposes the first game theoretical model of technocratic governments, i.e. cases where a non political technocrat is put in charge by political parties. Based on the literature on post-electoral politics and agenda setting, we
show conditions for the existence of a technocratic government equilibrium, where both parties agree to delegate the agenda setting power to technocrats, committed to maximize social welfare. Such an equilibrium exists only if the technocrats have a superior competence with respect to the majority party/coalition, or if the country is in a suciently important economic crisis. Furthermore, it is more likely to exist in countries with unstable parliament (i.e. one where the governing coalition is not always able to impose its will) and where parties care about the common value dimension, vis-a'-vis the ideological one. Finally, we show that polarization increases the set of parameters where the technocratic government equilibrium exists, when parliament is unstable.

We study the role of beliefs about experts' honesty in a market for credence goods with second opinions and overtreatment. Experts are honest or dishonest. The population shares a common belief about the share of honest experts, which may be incorrect. We characterize the belief that maximizes consumer's expected utility and show that it is generically different from the true share of honest experts and larger than the one that maximizes the equilibrium level of honesty. We then analyze the decision of an authority that has learned the actual share of honest experts whether to publicly reveal it through a costless information campaign, thus correcting people's beliefs, and show that it does not depend on how wrong beliefs are. We further show how increasing market transparency (making experts more aware of the number of opinions collected) affects the optimal belief and may have a positive as well as a negative effect on overtreament. Finally, we briefly see how a successful campaign run in Switzerland in the mid '80s to reduce excessive hysterectomy rates can be read through the lenses of our model and how accounting for beliefs about honesty might allow theoretical predictions to better fit experimental evidence.

Despite an extensive anti-money laundering (AML) legislation worldwide and an increasing media
attention, fostered by journalistic leaks such as Panama Papers or FinCEN Files, empirical
knowledge on how criminals launder their illicit proceeds is still scarce, and limited to a couple of
empirical studies in few countries. All these existing works have shown that money laundering (ML)
strategies are often less sophisticated than they are depicted in the political and media debate. To
contribute to the empirical knowledge of ML behaviour, and test this suggestion, the present study
carries out an analysis of the ML activities related to 2818 Italian offenders included in the money
laundering section of the LexisNexis’ WorldCompliance database. Through a quantitative content
analysis of textual information related to each offender’s profile, it highlights the countries in which
ML was conducted, the methods (or ‘typologies’, in FATF terms) employed, the modi operandi, the
assets seized, the business sectors involved and the characteristics of the ML offenders. The results
confirm that criminals, for laundering their money, tend to prefer Italy or jurisdictions which are
close (geographically and culturally) to Italy; that they do not employ sophisticated ML strategies,
and that they rarely employ more than one method at the same time. Tangible assets (first of all real
estate and registered vehicles) are more frequent than financial assets. Finally, differences exist
between the laundering by mafia-related ML offenders and non-mafia ones. The paper provides
empirical ground to progress in the knowledge of how ML offenders behave, and supports the idea
that criminals, when cleansing their proceeds, do not act as firms or households, but may be driven
by other constraints and utility functions.

Applying a two-stage methodology that uses the distance
decay gradient as measure of commuting behaviour, the article
examines the effect of the spatial characteristics of the economic
activities on commuting. The model, applied to Italian Travel To
Work Areas, includes both some of the main spatial characteristics
gathered from the literature and some new ones, aimed at testing if
the socio-economic features of the area influence the effect the
spatial characteristics on commuting. Estimates show that in more
polycentric areas the decrease in the amount of commuters due to
increases in commuting distance is, on average, higher than in more
monocentric ones but that effect strongly depends on the industrial
composition of the economy. Moreover, high level of urbanization
economies leads to a less steep gradient, especially associated with
a high share of high-skilled workers, describing a smoother decrease
of commuting flows as the distance between job location and
residence location increases. In addition, results show how most of
these effects are not highlighted using the average commuting
distance as measure of commuting behaviour.

In this work we present a model, named logistic primary model (LPM), which aims to describe the probability of a Democratic (Republican) victory at the U.S. presidential elections. The proposed model is based on a logistic regression with a unique regressor and exploits the primary results of the candidates to the White House. It follows the idea of the existing primary model (PM) proposed by Helmut Norpoth since 2004, which is a ARIMAX model for the two-party popular votes obtained by the Democratic Party. The LPM, applied to the U.S. election data 1912-2012, shows good performances both in terms of goodness-of-fit and forecasting. In addition, the paper presents an extensive review of the electoral forecasting models proposed in the literature.

This report presents the results of an exploratory research project titled 'Bring your Voice to the World Café! Identifying Migrants' Research Priorities'. In partnership with 'Our City Hub' (a centre for migrants in York run by migrants), a team of researchers from York St John University organised a World Café to discuss migrants' perspectives on what they think researchers should prioritise in research. Based on the voices of 19 migrants, we identified current challenges faced by the migrant community living in York, recommendations on what type of research is important/relevant to them, and how they want to be involved in future research. Challenges are mostly related to language barriers and negative views about migrants, which seem to create several constraints in relation to employment, access to healthcare, housing, and education. Participants identified insufficient support and services related to medicine and healthcare, transport and mobility, childcare, free and accessible English courses, and lack of opportunities for personal and professional development. In terms of research, participants suggested the need for research that is co-produced in collaboration with migrant communities and that recognises the diversity within the community.

The amount of assets managed by non-bank lenders has increased significantly over the last decades. Our research aims to clarify whether such an increase has had any impact on the effectiveness of monetary policy. To this end, we consider several credit aggregates granted from bank and non-bank institutions for different scopes and developments in the US economy. Our analysis is based on the estimation of a large Bayesian VAR. The results suggest that the rise of non-bank lenders has reduced and altered the monetary policy transmission mechanism.

La disponibilità di risorse terminologiche plurilingui, autentiche, attuali e affidabili costituisce un patrimonio di inestimabile valore, utile per diverse applicazioni che vanno dalla traduzione e dall’interpretariato all’analisi terminologica per la trasmissione delle conoscenze. In questo contesto, la Rete Panlatina di Termi-nologia REALITER promuove attività di ricerca e applicate ai fini della diffusione e dello sviluppo delle terminologie specialistiche nell’area romanza. In collaborazione con CLARIN-IT (Infrastruttura Co-mune Italiana per le Risorse e le Tecnologie Linguistiche), i lessici REALITER sono trasformati in formati che rispettano i principi FAIR del web semantico, secondo i quali i dati devono essere rintracciabili, accessibili, interoperabili e riutilizzabili.
The availability of multilingual, authentic, up-to-date and reliable terminology resources is an invaluable asset, useful for various applications ranging from translation and interpreting to terminological analysis for the transmission of knowledge. In this context, the Pan-Latin Terminology Network REALITER promotes research and applied activities for the dissemination and development of specialised terminologies in the Romance area. In collaboration with CLARIN-IT (Italian Infrastructure for Language Resources and Technologies), the REALITER lexicons are transformed into formats that comply with the FAIR principles of the Semantic Web, according to which data must be traceable, accessible, interoperable and reusable.
La disponibilité de ressources terminologiques multilingues, authentiques, actualisées et fiables constitue un atout inestimable, utile pour diverses applications allant de la traduction et de l'interprétation à l'analyse terminologique pour la transmission des connaissances. Dans ce contexte, le réseau terminologique panlatin REALITER développe la recherche et les activités appliquées pour la diffusion et le développement de terminologies spécialisées dans les langues romanes. En collaboration avec CLARIN-IT (Italian Infrastructure for Language Resources and Technologies), les lexiques REALITER sont transformés en formats conformes aux principes FAIR du web sémantique, selon lesquels les données doivent être traçables, accessibles, interopérables et réutilisables.

L’intelligenza artificiale e lo sviluppo delle nuove tecnologie hanno rivoluzionato inevitabilmente il ruolo e i compiti delle figure professionali operanti nel settore delle lingue, tra cui quelle del traduttore e del revisore specialistico, chiamati non solo a conoscere le lingue di lavoro, ma anche a padroneggiare l’utilizzo di strumenti tecnologici, alla gestione del processo traduttivo a quella delle diverse testualità e terminologie. Una formazione teorica in terminologia, unita a un saper fare pratico, costituisce un sicuro punto di forza in termini di professionalità e competitività.
Artificial intelligence and the development of new technologies have inevitably revolutionised the role and tasks of language professionals, including specialist translators and proofreaders, who must not only master their working languages but also use technological tools, manage the translation process and manage the various textual and terminological aspects. Theoretical training in terminology, combined with practical know-how, is a definite asset in terms of professionalism and competitiveness.
L'intelligence artificielle et le développement des nouvelles technologies ont révolutionné le rôle et les tâches des professionnels du secteur linguistique, y compris ceux du traducteur et du correcteur spécialisés, qui sont appelés non seulement à connaître les langues de travail, mais aussi à maîtriser l'utilisation des outils technologiques, la gestion du processus de traduction et la gestion des différents aspects textuels et terminologiques. Une formation théorique en terminologie, combinée à un savoir-faire pratique, constitue un atout certain en termes de professionnalisme et de compétitivité.

Questo rapporto illustra i risultati della valutazione degli effetti di breve termine del progetto “Primi passi. Polo sperimentale per la prima infan-zia”, finanziato dal bando Prima Infanzia dell’Impresa Sociale Con i Bam-bini e coordinato, in qualità di ente capofila, dal Comune di Milano. È og-getto di valutazione, in particolare, l’azione di progettazione e attuazione della proposta didattico-educativa che include le molteplici attività svolte all’interno delle scuole dell’infanzia comunali. La stima degli effetti di questo specifico intervento, nell’ambito del più am-pio progetto Primi Passi, è stata effettuata utilizzando tecniche controfat-tuali non sperimentali (matching e difference-in-differences), che consento-no di stimare la situazione controfattuale anche senza disporre di un cam-pione di controllo selezionato casualmente, tenendo sotto controllo le di-storsioni che tale contesto può generare. Tali tecniche permettono di comprendere se le attività svolte nelle scuole dell’infanzia siano state in grado di modificare la soddisfazione e il benes-sere dei genitori e del personale educativo nonché le competenze cognitive e non cognitive dei bambini (identificate come variabili risultato), ponendo perciò le basi per l’eventuale scalabilità del modello: la verifica dell’efficacia dell’esperienza attuata nel Municipio 2 del Comune di Milano crea, infatti, i presupposti per ampliare la portata e la qualità dell’intervento, estendendone l’impatto potenziale oltre i confini della spe-rimentazione avviata. Dopo una breve descrizione degli obiettivi e delle azioni progettuali, il do-cumento presenta la stima degli effetti di breve periodo delle attività svolte nelle scuole dell’infanzia sulle variabili risultato sopra elencate, misurate tramite test e questionari appositamente costruiti e somministrati, rispetti-vamente, a bambini, educatori e genitori prima e dopo l’implementazione del progetto.

Conventional wisdom suggests that competition in the modern digital environment is pushing media outlets towards early release of less accurate information. We show that this is not necessarily the case. We argue that two opposing forces determine the resolution of the speed-accuracy tradeoff: preemption and reputation. More competitive environments may be more conducive to reputation building. Therefore, it is possible to have better reporting in a more (Internet-driven) competitive world. However, we show that the audience may be worse-off due to another consequence of the Internet – outlets’ better initial information. Finally, we show how a source may exploit the
speed-accuracy tradeoff to get “unverified facts” out to the audience quickly.

Beyond blacklists: alternative approaches to rating countries at high risk of money laundering

The paper addresses the issue of how the risk of money laundering (ML) at country level can be measured. A number of official blacklists and grey lists exist, issued by national and international organisations such as FATF, European Commission or US INCSR, which rank countries according to their (presumed) ML vulnerabilities and regulatory weaknesses. But these lists may be biased by geo-political influence, and are not supported by empirical evidence. This paper suggests a new approach for operationalising and assessing the risk that a country may attract illicit proceeds. It develops a composite indicator of ML risk, which builds on the inputs from previous criminological literature. It then validates the indicator against observed evidence by employing a unique dataset of 2818 individuals involved in ML cases. The analysis shows a strong correlation between the new indicator and empirical evidence of ML, but a null (and sometimes negative) correlation with official AML blacklists. The work advances the current understanding of ML determinants, and empirically demonstrates the importance of proximity, opacity and security in driving illicit proceeds. It proposes that a unique, and universally valid, measure of high-risk countries is not appropriate for explaining a relational phenomenon like money laundering. It also provides empirical ground that may help to revise the current AML blacklisting process, and minimise its unintended consequences such as de-risking.

This paper analyzes the impact of the unconventional monetary policy measures implemented by the European Central Bank since 2007 to cope with the financial and sovereign debt crisis. The focus is on government bond yields of 10 European countries and 6 extra-Euro countries to evaluate the monetary policy transmission mechanism. In particular, I evaluate the effects of monetary policy announcements and liquidity injections on the yield curve. The econometric tool applied is the event-study methodology on policy announcements and liquidity injections (longer-term refinancing operations). Results support the existence of an expectational channel of transmission and, more important, they shows that the effects of unconventional measures are not unique inside the monetary union but vary between countries and over time. In particular, the unfolding of the European sovereign debt crisis completely changed the impact of liquidity injections as they led to a rise in interest rate spreads for highly indebted countries.

Within the turmoil of the Norman Conquest, did religious institutions affect the economic
outcomes of their land? Exploiting historical data about the changes of holdings’ landlords
occurred after the Conquest, we compare the economic performance of estates controlled by
different types of lords. Holdings controlled by Benedictine Monasteries (vis-`a–vis secular
lords) experienced a higher growth rate in productive capacity. We explore several potential
mechanisms, showing that the effect is driven by holdings where the superior layer of the
feudal structure remains Benedictine. We suggest that the effect is partially due to the
governance structure of Benedictine monasteries.

We estimate a money-financing versus debt-fiinancing medium-scale dynamic stochastic general equilibrium for the US with Borrower-Saver framework. Our results suggest that the share of net borrowers in a MF regime (17%) is lower than the one in a DF regime (19%). The MF regime enhances the positive effects of fiscal and risk premium shocks with respect to the DF regime. After an inflationary shock the MF regime leads to a mild recession while the DF regime leads to a temporary expansion followed by a sharp recession. The fiscal shock mainly explains the variance in output and borrower's consumption in a MF regime. The variance of the saver's consumption remains
mainly linked to the risk premium shock in both regimes. In a DF regime, the
wage mark-up shock plays the major role.

This paper proposes a framework for designing university courses that are tailored to the needs and preferences of Generation Z students. Traditional approaches to course design are often criticized for being overly theoretical and detached from reality, which is exacerbated by the unique characteristics of Generation Z. To address these issues, the proposed framework reverses the traditional training cycle by starting with an analysis of the needs and preferences of Generation Z students. The framework emphasizes the importance of enhancing the student experience by using a multimodal approach that includes ad- hoc content, flipped classes, massive open online courses (MOOCs), gamification, simulating reality in a trading room, and chatbots like ChatGPT to engage students and fill in knowledge gaps. The paper also presents a case study of a finance course designed using this framework, which resulted in positive reactions from students, increased interest in the subject matter, and changes in behavior.

Per mitigare i rischi climatici fisici e di transizione, la Commissione Europea, nel 2018 ha pubblicato l’Action plan on financing sustainable growth in cui ha delineato dieci linee di intervento per creare un’economia sostenibile attraverso il riorientamento dei capitali. Nel presente Position Paper si analizzano gli elementi derivati che potranno avere un impatto rilevante sul sistema bancario in un futuro breve: Tassonomia EU, Corporate Sustainability Reporting Directive (CSRD) e Sustainable Finance Disclosure Regulation (SFDR). Dal punto di vista della vigilanza, sia la BI che la BCE
stanno sviluppando metodologie di stress test ai rischi climatici e ambientali per valutare il grado di allineamento delle banche rispetto alle linee guida della BCE. Gli sviluppi futuri che le banche si dovranno attendere sul piano regolamentare e di vigilanza riguardano le linee guide per l’incorporazione dei rischi ESG, l’armonizzazione delle metodologie per gli stress test e il framework per il trattamento potenziale di tali rischi.

We explore empirically the transmission of U.S. financial and macroeconomic uncertainty to emerging market economies (EMEs). We start by assuming that there are crucial differences between volatility and uncertainty, and between the latter and its shocks. With the help of Bayesian vector auto-regressions, we first identify two measures of U.S. uncertainty shocks, which appear to explain the dynamics of output developments better than conventional volatility measures. Next, we find evidence that adverse shocks to U.S. aggregate uncertainty are associated with marked contractions in some EMEs’ business cycles. However, we detect significant cross-country heterogeneity in the responses of EMEs’ business cycles to U.S uncertainty shocks. We also find generalized declines in stock market values, which supports the so-called Global Financial Cycle hypothesis.

Any collaboration between researchers and investigative journalists, and more specifically any collaboration in the field of crime investigation – lives a constant opposition and (re)composition between three poles, which are three sets of fundamental rights:
• On the one side, the need to safeguard personal data and sensitive information (e.g. those which are crucial to carry out a safe and effective investigation), in line with Articles 6, 7 and 8 of the Charter of Fundamental rights of the European Union;
• On the other side, the need to guarantee the right of access to and freedom of information, in line with Article 11 of the above mentioned Charter;
• On a third front, the push (fostered by the European Commission) of ‘Fair-ification’, i.e. the need to produce information which could be findable, openly accessible, interoperable and re-usable for research purposes, in line with Article 13 of the Charter.
This constant opposition/(re)composition poses important challenges both from the legal and technical point of view. This report, building on the specific collaboration experienced by IRPI and Crime&tech in the COESO and DATACROS projects (and in related initiatives) aims at discussing them in-depth, in the light of paving the way for future partnerships between researchers and investigative journalists, especially in the field of investigation of (potentially) criminal behavior, improve transparency and prevent inequality and illicit activities.

The aim of the present study is to test the relationship between corporate secrecy and financial crime on a large sample of firms, and to develop predictive models with which to improve the early detection of high-risk firms. To this end, we develop a set of secrecy indicators based on business ownership data collected on a sample of more than 2.6 million firms registered in eight European countries. To validate the indicators, we implement several machine learning models that are trained, validated, and tested against evidence of sanctions and enforcementcrimes committed by firms and/or their owners. Results show that the proposed risk indicators have a strong predictive power. Firms with (i) more complex structures, (ii) owners from high-risk jurisdictions, and (iii) links to opaque corporate vehicles are more likely to engage in illicit activities. The inclusion of macro-level information, such as geographic location and business sector, significantly improves the understanding of the phenomenon. These findings advance the empirical knowledge on corporate and financial crime, and provides anti-money laundering supervisory and investigative authorities with new risk assessment tools based on machine learning technologies.

The fulfilment of the right to higher education is challenged by the unequal access to and attainment of higher education even in countries which have witnessed remarkable progress in this field over the last twenty years. Indeed, between 2000 and 2019, the rate of enrolments in higher education has doubled worldwide, rising from about 19% to almost 39%, from around 100 million to more than 200 million students, half of which are women (UNESCO 2021). Nevertheless, there are continuing inequalities between and within countries and geographical regions in terms of access to and attainment of tertiary education levels (UNESCO 2017).

Per molti, soprattutto all’estero, l’economia dell’Italia si identifica ancora principalmente con il cibo, la moda e i mobili. Ma da oltre un quindicennio l’Italia non si identifica più sui mercati internazionali soltanto
con le sue specializzazioni più tradizionali. Infatti, il nostro Paese è ormai soprattutto un leader nell’industria meccanica. Basti pensare che nel 2011 il surplus commerciale manifatturiero italiano con l’estero è stato complessivamente di 56,7 miliardi di euro e quello realizzato dalle sole macchine ed apparecchi meccanici (esclusi i prodotti elettrici ed elettronici) vi ha contribuito per 44,4 miliardi, cioè per oltre i 3⁄4.

La Germania non sarebbe mai diventata così forte senza l’euro e l’acquisto massiccio di prodotti tedeschi da parte
dei suoi partner europei, per di più spesso e volentieri finanziati da banche tedesche con tassi per esse molto
remunerativi. Senza l’euro e il gigantesco flusso continuativo di surplus commerciali provenienti dai partner dell’Eurozona, difficilmente
i tedeschi avrebbero potuto costruire quello stock di attività nette estere che oggi permette loro di guardare
dall’alto verso il basso i Paesi mediterranei. Da quando è nato l'euro, quello messo in pratica dalla Germania è stato un vero e proprio “dumping valutario” tra partner europei che ha straordinariamente favorito una Germania
oggi però davvero poco riconoscente verso gli acquirenti dei suoi prodotti.

L’interrogativo cruciale è relativo alla comprensione di un fenomeno che presenta alcuni tratti di novità, sia per il suo notevole incremento, sia perché non riguarda solamente le coppie che non possono avere figli propri, ma appare essere diffuso anche tra le coppie che hanno già avuto l’esperienza della maternità e della paternità naturale.
Da questo punto di vista è possibile ipotizzare che l’adozione di un minore di un’altra etnia possa essere annoverata tra le azioni razionali orientate al valore (Weber, 1974) che presentano i tratti di un orientamento esplicito alla gratuità.
L’adozione non sarebbe più quindi solo da intendere come la risposta al bisogno ineludibile di una coppia che non riesce ad avere figli propri, ma potrebbe essere ricondotta, almeno in parte, al desiderio di impegnarsi per il futuro in un progetto di crescita ed educazione di un minore che proviene da una realtà spesso molto diversa.
I genitori adottivi potrebbero rappresentare (ma questo va mostrato) un gruppo di adulti che, all’interno della società civile, attivano relazioni di scambio secondo un codice simbolico che ha più a che fare con il dono che con il desiderio, pur legittimo, di una discendenza.

We show diverse beliefs is an important propagation mechanism of fluctuations, money non neutrality and efficacy of monetary policy. Since expectations affect demand, our theory shows economic fluctuations are mostly driven by varying demand not supply shocks. Using a competitive model with flexible prices in which agents hold Rational Belief (see Kurz (1994)) we show that (i) our economy replicates well the empirical record of fluctuations in the U.S. (ii) Under monetary rules without discretion, monetary policy has a strong stabilization effect and an aggressive anti-inflationary policy can reduce inflation volatility to zero. (iii) The statistical Phillips Curve changes substantially with policy instruments and activist policy rules render it vertical. (iv) Although prices are flexible, money shocks result in less than proportional changes in inflation hence the aggregate price level appears ¿sticky¿ with respect to money shocks. (v) Discretion in monetary policy adds a random element to policy and
increases volatility. The impact of discretion on the efficacy of policy depends upon the structure of market beliefs about future discretionary decisions. We study two rationalizable beliefs. In one case, market beliefs weaken the effect of policy and in the second, beliefs bolster policy outcomes and discretion could be a desirable attribute of the policy rule. Since the central bank does not know any more than the private sector, real social gain from discretion arise only in extraordinary cases. Hence, the weight of the argument leads us to conclude that bank¿s policy should be transparent and abandon discretion except for rare and unusual circumstances. (vi) An implication of our model suggests the current effective policy is only mildly activist and aims mostly to target inflation.

Oggetto di questa survey - che rappresenta solo la prima parte di un lavoro più completo che mira a esaminare criticamente anche la riforma delle politiche di welfare in atto in Italia - è di sintetizzare i principali punti di vista con cui gli economisti italiani hanno affrontato il tema della famiglia e delle politiche familiari. In particolare, si vogliono analizzare i nuovi fenomeni che caratterizzano la distribuzione del reddito e la povertà e rapportarli con le politiche sociali che erano in atto negli anni Novanta e che sono state oggetto del progetto di riforma.
Lungo queste linee di ragionamento, la survey sarà divisa in tre parti: le valutazioni teoriche sul costo dei figli e sulla necessità di nuove politiche sociali direttamente finalizzate alle famiglie con figli; la distribuzione del reddito e gli effetti distribuitivi delle politiche sociali per la famiglia saranno oggetto specifico della seconda parte; mentre le ragioni per cui la maggior parte degli economisti ritiene indispensabile una riforma del Welfare - più articolata di quella attualmente in discussione - costituiranno le conclusioni del presente lavoro.

Questa survey rappresenta la seconda parte di un lavoro che intende sintetizzare il dibattito cui hanno dato vita gli economisti italiani negli anni Novanta sulle questioni più calde relative alla distribuzione del reddito, alle politiche familiari e, più in generale, alla riforma della concezione del Welfare. Si vuole entrare nel merito delle diverse fasi del progetto di riforma, di cui com’è noto sono già entrate in vigore le linee guida, ma di cui alcuni provvedimenti sono ancora in fase di sperimentazione. Il punto di partenza saranno i documenti della Commissione per l’analisi delle compatibilità della spesa sociale (o Commissione Onofri) di cui rileveremo gli aspetti per noi maggiormente interessanti sia dal punto di vista dei contenuti che dell’avanzamento delle applicazioni. Passando attraverso la legge 448/98 di riforma della spesa sociale, arriveremo a discutere alcuni punti di vista degli economisti italiani che sostengono le ragioni per avviare modificazioni più radicali del nostro sistema di Welfare. Non solo quindi per una razionalizzazione dei rapporti tra previdenza e assistenza, uno snodo problematico delle politiche sociali all’italiana, ma per una scelta di campo a favore di forme di universalismo più nette e radicali. I primi risultati della sperimentazione del reddito minimo d’inserimento, che alcuni autori hanno già commentato e spesso criticato, rappresentano un primo spunto per valutare la riforma del Welfare e le sue eventuali contraddizioni.

Several authors have analysed the case in which individuals possess hidden information about their longevity. Davies and Kuhn have considered the related case in which individuals can take hidden actions to affect their longevity. In this work I will consider the case in which the annuity market is characterized by both adverse selection and moral hazard; with private information all individuals, and in particular low-risk individuals, suffer from negative externalities.

We study an example of strategic delegation in Cournot duopoly and
show that if contracts are both observable and renegotiable before
becoming common knowledge at the outset of the delegated game, the
strategic value of contracts is preserved, but the set of equilibria is greatly
enlarged. Managerial contracts can be used by owners to co-ordinate on
any product market equilibrium allowing them to get a level of profit at
least as large as the profit obtainable in the strategic delegation equilibrium
without renegotiation, which is used as a threat point. The equilibrium set
includes joint profit maximisation.

Il processo di secolarizzazione ha consegnato nelle mani del singolo individuo, e del suo contesto familiare, la scelta di coltivare la domanda religiosa e la dimensione trascendente propria dell’umano. L’indebolimento però del valore sociale assegnato a questo tipo di educazione, e lo scarso peso assegnato alle tematiche spirituali e religiose nella cultura diffusa e nei percorsi formativi delle persone, fanno sì che i soggetti si trovino in realtà sprovvisti degli strumenti adatti per poter scegliere in modo consapevole.
L’educazione dell’aspetto religioso dell’uomo e dei contenuti religiosi si trova perciò, nei contesti occidentali, a fare i conti con non poche criticità e in una sorta di circolo ‘vizioso’ E’ difficile promuovere una scelta consapevole in ordine al ‘credere’ quando risulta diffusa la difficoltà a comprendere i termini e le categorie del religioso e l’interpretazione di partenza della realtà prescinde solitamente da una dimensione trascendente. Vi è un’assenza di familiarità non tanto con le parole, ma con i significati che sostengono una determinata esperienza religiosa e le sue forme espressive.

In the past decade, the Italian parliament has devolved extensive powers and competences to the country’s twenty regions. The region of Lombardy, whose economic system is among the best performers in Europe and whose society is particularly active, has been the most decidedly resolute in experimenting and building up an original governance system. It has done so by interpreting its role as junction of local and global dynamics, and of inter-personal, social, and economic relations. Most of the regions’ legislative, political, and administrative strategic decisions have been moulded by a vision founded on particular values, above all the principle of subsidiarity.
This has come to be known, in Italy and Europe, as “the Lombard model”. It has been the object of many researches, studies, and emulation. This paper illustrates the main features of this model: its political, juridical, and social contexts; its underlying principles; its main policy goals, actions, and instruments; and its perspectives and challenges.

The aim of this paper is the definition and measurement of the concept of vulnerability within families in nine regions of Italy. Poverty tends to be a multi-dimensional concept and the use of monetary income as a single measure of welfare can be misleading. The concept of equality of living standards is a more correct definition, but it is far more elusive. Using a national poverty line in targeting for social policies might introduce inequality within regions and families who face different cost of living; we propose regional poverty lines as a first step to correct it. Indicators of vulnerability can have significant advantages over income testing in the identification of eligibility rules to relieve immediate poverty and to prevent it in the longer term.

This article targets the application of quantitative research in assessing the efficacy of advertising communication. While acknowledging the contribution of qualitative studies, it proposes a quantitative approach to refining empirical evidence particularly in dynamic contexts. This should hone qualitative research by combining and contextualizing other results and providing further opportunities for complementary critical research analysis.
The thrust of this article is to highlight the impact and effectiveness of recent research such as statistic and econometric models for product response and brand attraction as well as the limits and potentials of the involved methodology.
In each case, an overview is given of the fresh opportunities offered as well as a technical outline of the methodology involved.

The aim of this paper is to assess the importance of economic institutions, measured by an index built from the E.B.R.D. (European Bank for Reconstruction and Development) indicators, for the pattern of economic growth. Though it focuses on a particular set of transition economies, it is also related to the literature on institutional development and economic growth. Indeed it draws on the literature on the economics of transition, looking at the breakdown of the U.S.S.R. as an extremely powerful “natural” experiment.
From an empirical point of view, the study takes into consideration the period between 1991 and 2008 for fifteen countries, namely the Former Soviet Union economies, and is performed by means of a panel model. The first part of the econometric analysis sees our index as the only independent variable. A static model and a dynamic one are specified and different estimation techniques used. The second phase includes other covariates, among which the classical determinants of growth, to test whether the institutional environment, that is to say, the economic institutions index, maintains the magnitude and has a major impact on the pattern of economic growth.
