Introduzione. Il dialogo sociale come strumento per uno sviluppo condiviso

In this introduction, the Author focus the attention on the local development approaches, with a particular attention on the role of local actors. Then she describes the research object of the volume. European Union has identified social dialogue as the major instrument to promote the economic growth, the social cohesion and the environment sustainability of development’s projects. Particularly in backward regions, such as South of Italy, the involvement of social partners, but also of institutions and civil society’s organizations, represents not only a chance, but also a necessity to realize these aims. Nevertheless, the importance of this topic in the European political agenda, has not gone along with a coherent engagement in the training of local actors; an engagement that is indispensable to valorise the potentialities of social dialogue at territorial level. The volume presents the results of a research approaching this challenge. Through the study of experiences of social dialogue in the “old” and in the “new” Europe, it offers a series of proposals useful for the educational planning and the good use of the structural founds.

In questa introduzione l'autore passa in rassegna la letteratura sul tema dello sviluppo locale, focalizzandosi in particolare sul ruolo del dialogo sociale, per poi descrivere l'itinerario della ricerca presentata nel volume. Ormai da alcuni anni, l'Unione Europea indica il dialogo sociale come lo strumento principe per promuovere, insieme, crescita economica, coesione sociale e sostenibilità ambientale dei processi di sviluppo. Specie nelle regioni che accusano ritardi, come il Mezzogiorno d'Italia, il coinvolgimento delle parti sociali, ma anche delle istituzioni e delle organizzazioni della società civile, rappresenta non solo un'opportunità, ma sempre più una necessità, per realizzare tali obiettivi. Tuttavia, a tale centralità nell'agenda politica europea, non sembra corrispondere un coerente impegno sul fronte della formazione degli attori locali; uno sforzo che appare invece oggi indispensabile per mettere a frutto le potenzialità del dialogo sociale sui territori. E' questa la sfida alla base del disegno della ricerca presentata nel volume; attraverso l'analisi di esperienze di dialogo sociale sia della "vecchia", sia della "nuova” Europa, il volume offre una serie di proposte utili alla progettazione formativa e all'utilizzo efficace dei Fondi strutturali 2007-2013.
