This essay reconstructs the evolution of the local taxation from Unification to the seventies of the twentieth century. The analysis discusses the duality to autonomist and centralist model as a constant in the national history. At the same time, the research highlights the influence of the social and economic characteristics of the regions on the functionality of the system of local government. The essay then addresses the contribution of diversified Catholic movement to the definition of the system of local government. Finally, the analysis focuses on the effects of national public finances of the local bodies and the relationship with the changes in the needs of the areas in front of the modernization process.
