This paper aims at examining Lombardy's competitive potential in the objectives framework set by the Lisbon and Gothenburg strategies, and verifying regional policies coherence with respect to such objectives. By following a common research group methodology (SteMA model), the territorial framework is a reference point for the regional competitiveness and sustainability analysis. The examination and elaboration of subsequent series of indicators lead to reading the current situation. These indicators are grouped into four determinants: Innovation and Research, Global/Local Interaction, Quality, Resources and Funds. An assessment of the facts emerged from the analysis, allows to draw some general considerations on the possible effects of regional policies, on the objectives set by Lisbon and Gothenburg strategies and on the emerging critical issues.

Il lavoro si propone di esaminare il potenziale competitivo della Lombardia nel quadro degli obiettivi fissati dalla strategia di Lisbona e Göteborg e di valutare la coerenza delle politiche regionali in relazione a tali obiettivi. Il quadro territoriale costituisce il punto di riferimento per l'analisi della competitività regionale e della sostenibilità seguendo una metodologia comune all’intero gruppo di ricerca (modello Stema). L'esame e la successiva costruzione di una serie di indicatori permettono la lettura della situazione attuale. Questi indicatori sono raggruppati in quattro fattori determinanti: l'Innovazione e la ricerca, l'Interazione locale/globale, Qualità, Risorse e fondi. Una valutazione di quanto emerso dall’analisi permette di trarre alcune considerazioni generali sui possibili effetti delle politiche regionali, sugli obiettivi fissati dalla strategia di Lisbona e Göteborg e sulle criticità emergenti.
