After offering a philosophical justification of the method adopted, it explores the relationship between art and inertia in law, understood as the tension between creative art and instrumental inertia. It argues for the constitutive imprecision of juridical forms, with particular attention to theoretical and legal forms. It then examines the normative significance of the graphic element in the textual, iconic, musical, and digital forms through which law is positivised. Following an analysis of the structural limitations of WHO instruments and the Organization's more recent difficulties, the article focuses on the rise of a European health security administration capable of shaping national decisions through indirect mechanisms of planning, assessment, and oversight. The analysis also considers the systemic implications of this framework for administrative law: the organizational challenges raised by the One Health approach, the complex relationship between scientific risk assessment and political risk management, and the potential influence on national decisions concerning the allocation of public resources. The article argues that health security, unlike other forms of security, is not based on a trade-off between freedom and security.
